More hospital-based physicians now qualified for Medicare and Medicaid EHR incentives

Last week, on April 15th, President Obama signed HR 4851 into law, which modified the Medicare and Medicaid incentive programs for meaningful users of EHRs. Originally, many hospital-based physicians were disqualified, as physicians who provided "substantially all" of their Medicare-covered services in a hospital were not eligible for incentives.
